Hi. I'm Carl Scaggs and I am giving my first shot at building a homemade organ and I am 16 years old. After my first organ, I hope to use my experience to build an organ for a small church in my community that is unable to purchase their own. I'm currently searching for hard plans and advice on this project. Any help is greatly appreciated.

You could try the following sites
Roel Sinke at http://home.wanadoo.nl/roelsinke/index.htm Although in Dutch, has plans for Barrelorgans and a "House organ". A translation sheet of words is provided to help decode the language plans. The Goolge translation page should help as well.

Johans Organ Page at http://www.johansorgels.nl/index.htm The site is in Dutch so use the google's translation Service at http://www.google.com.au/language_tools?hl=en. There is a mention of a book detailing plans for a postif
I have not seen the publications mentioned, however it appears to have quite good details.

Unfortunately the book "Organ Building for Amateurs" by Mark Wicks from Vestal Press is no longe available, as this would give you some what dated but very relevant information. Hope this helps

Drat, my age is showing (memory is not as reliable as it used to be), that book is available at The Organ Literature Foundation, who are the publishers not Vestal Press as I thought http://www.ohscatalog.org/books.html.
